Overview

Insurance policy is a legal agreement between the insurance company (insurer) and the individual (insured). Insurance protects the individual against unforeseen financial burden arising out of perils mentioned in the contract.

Involvement of CSC

On 12th September, 2013, Insurance Regulatory and Development Authority (IRDA) granted license to CSC e-Governance Services India Limited to work as an Authorized Intermediary to market specifically approved insurance products through the Rural Authorized Persons (Village Level Entrepreneurs). Insurance sales and service was launched on the e-KYC platform through CSC network on August 6, 2014 by Shri T. S Vijayan, Chairman, IRDA.

The License permits both Life and Non-Life Insurers in India to Market Retail Insurance products and Services through the network with an objective to significantly expand insurance penetration in rural areas and bring in financial inclusion. Under this, once the Village Level Entrepreneur passed RAP certification, a license is granted to him/her for carrying out Insurance business.

In 2019, IRDAI notified that under Insurance Services by Common Services Centers, VLEs - Insurance (VLE-Ins) can solicit Insurance business through Digital Seva Portal, after obtaining training, certification and license.

Rural Authorized Person (RAP)

Rural Authorized Person (RAP) is an individual who has a license to solicit or negotiate an Insurance policy with a client on behalf of the insurance companies. VLEs can now become Rural Authorized Person (RAP) to be able to sell insurance products through Digital Seva Portal. To become a RAP, VLE has to complete the RAP training modules and pass the examination conducted by NIELIT.

VLE INS Training and Certification

In order to become a VLE-INS, every registered VLE has to complete 15 hours of online training.
The training content has been created by Insurance Institute of India. The content is available in English, Hindi, Gujarat & Bengali. After VLE clears the exam, he/she needs to accept the Terms & Conditions and upload his/her signature (in JPG format) for License generation.
